Bulgaria

Bulgaria adhered to the Hague Convention regarding Intercountry Adoption. The Bulgarian authority in matters of intercountry adoption is the Ministry of Justice. They receive the adoption applications and have the authority to express consent to continuation of the adoption procedure and to issue the Certificate of eligibility, of the Hague Convention.

The process of adoption in Bulgaria is facilitated through the Bulgarian Foundation “Chance for Every Child”.

Once you have obtained the Letter of Approval from the Ontario Ministry, CARC will prepare your dossier with the necessary documents required for the Bulgarian adoption process, and send it to the Bulgarian Foundation (certified copies of marriage and birth certificates, criminal records from both Canada, medical certificates, plus your Homestudy). After receiving your complete file, Chance for Every Child will register your name on the National Adoption Registry for prospective adoptive parents, at the Bulgarian Ministry of Justice, and they will inform us when there is a potential matching with a child by sending the Child Study Report, with recent photos of the child.

Once the Child Proposal is accepted, your Adoption Practitioner will prepare the document with the comments of acceptance and send it to CARC to revise and complete the file. CARC will send this file to the Ministry in Ontario for approval, and then send this approval to the Bulgarian Foundation. You will travel to Bulgaria and spend at least 5 days to meet the child and schedule the court date for the final step of the adoption process in Bulgaria.

Your international adoption will be finalized in the Bulgarian court, and the adoption order issued there, including the Hague Certificate, the child’s new Birth Certificate and Bulgarian Passport. All these documents, plus the Citizenship Approval you obtained previously here in Canada, will be sent to the Canadian Embassy in Bulgaria to obtain the child’s enter Visa to Canada. The Bulgarian Foundation, Chance for Every Child, will be assisting you at every step.

Bulgaria requires six post-adoption reports prepared by your Adoption Practitioner, for the first 3 years after the child entered Canada.
